A hit Las Vegas show. Two happy, rambunctious boys. A hot new boyfriend who adores her. In short: life for Britney Spears has never been better.

“I’m the happiest I’ve ever been,” Spears, 33, tells PEOPLE in this week’s exclusive at-home cover story.

While her long-running Planet Hollywood residency is a big hit — the show has grossed nearly $50 million in ticket sales in a little more than a year — the superstar’s true passion is being a mother to Sean Preston, 9, and Jayden James, 8. “My kids come first in my life, bottom line,” says Spears, who shares parenting duties with her ex-husband, Kevin Federline.

As a hands-on mom, Spears has a lengthy to-do list: play dates, soccer games, gymnastics lessons and up to three hours of homework a night. “Homework is a priority,” she says. “We have a reward system that helps motivate them: if they get so many As, they get one toy a month.”

As the boys grow into “little men,” Spears is relishing their evolving personalities.

“Preston is very opinionated, very expressive, and if he doesn’t like something, he’s going to tell you,” she says. “But he has a huge heart, he’s a good kid and he has manners … Jayden is sweet, very soft-spoken, kinda funny. He’s adorable — a momma’s boy.”

Recently, the kids have taken on chores, including washing off their plates, taking out the trash and helping the family’s three dogs, and Spears is mulling giving them an allowance. “Preston just asked for a high allowance – like $10 a week or $20 a week – but we’ll see!” she says.

Spears’ boyfriend, producer Charlie Ebersol, 32, also pitches in with the kids – and the boys adore him. “They relate to him really well and they have fun together,” says Spears, who started dating Ebersol about six months ago. “He’s refreshing to be around and really light-hearted.”

With her career on a roll – her new single, a collaboration with Iggy Azaelea, drops on May 5 – and her family thriving, Spears says she’s in a “real good place” in her life. She says, “I’m very blessed.”

Britney Spears was barely 21 when the idea of a Las Vegas residency first crossed her mind. It was 2003, shortly after wrapping Dream Within a Dream, her first full-blown U.S. arena run, when she and a friend stayed at Celine Dion’s palatial estate off the Strip to see how the French-Canadian star lived away from the touring circuit.

“I remember how beautiful it was — really cool, low-key — and her dressing room was great,” Spears, now a 33-year-old mother of two, tells Billboard from her family’s residential suite in Vegas, not far from her own dressing room at Planet Hollywood. “I was actually jealous, like, ‘Oh, my gosh, she gets to be in one place all the time.’ Everything clicked: To have your children and your family and that way of life, it just makes sense to have everything in one place.”

Dion’s Caesars Palace residency was a pioneering one. It was the first time an in-her-prime superstar (Dion, like Spears, was 33 when she first embarked) had set up shop in the desert at the peak of her touring powers, debunking the notion that Vegas was a pop-star retirement community. Her 4,100-capacity shows at The Colosseum pulled in $493.7 million in Billboard Boxscore receipts in the first 10 years, and helped lure Elton John, Cher, Bette Midler and Shania Twain to the same venue for a rotation of residencies totaling more than $1 billion in revenue, according to AEG Live.

Las Vegas was transformed by the time Spears launched Piece of Me on New Year’s Eve 2013 at Planet Hollywood Las Vegas. (Caesars Entertainment Corp. owns Planet Hollywood.) In 2003, Vegas’ economy was just beginning to wean itself off gaming revenue, which accounted for 43 percent of total revenue on the Las Vegas Strip in that fiscal year ($4.5 billion from July 2002 to June 2003); hotels and entertainment made up the remaining 57 percent ($5.9 billion), according to the Nevada Gaming Control Board. Today, entertainment has hit an all-time high ($2.3 billion in fiscal year 2014), with non-gaming revenue accounting for 63 percent of the Strip’s earnings.

The electronic-dance boom of the late 2000s hastened the shift. A-list DJs attracted a younger, livelier demo than the middle-aged couples who might see a Dion or Cher show, hit the tables for an hour and call it a night. Spears, who has amassed 17 top 20 hits on the Billboard Hot 100 (including four No. 1s), was already on her fourth album when many of Vegas’ fun-seekers were in middle school.

Britney Regains primary custody of her Children!

Billboard magazine has revealed a major accomplishment for Britney… After all her personal struggles she suffered in 2007, which includes having lost custody of her two children, Britney finally have regained full custody of Preston & Jayden. We do not know whether the guardianship of his father has finished or not, but certainly these are very good news and we are really happy for her.

Meanwhile, Vegas has enabled another kind of comeback for Spears in her personal life. Having weathered public struggles and a string of breakups since her divorce from ex-husband Kevin Federline in 2006, Spears has regained primary custody of sons Jayden James, 8, and Sean Preston, 9, and recently found new romance with boyfriend Charlie Ebersol, 32, son of Olympics producer Dick Ebersol. “Our passion for life is on the same page,” says Spears of Ebersol.

Billboard Cover Sneak Peek: 5 Things We Learned About Britney Spears’ Life in Las Vegas

Billboard Cover Sneak Peek: 5 Things We Learned About Britney Spears’ Life in Las Vegas

As we told you before, Britney is on the cover of Billboard magazine and here’s a sneak peek of the interview where she talks about her life in Las Vegas, her boyfriend, her children and much more.

Read the full Britney Spears cover story when it’s out Friday, March 13.

What’s Britney Spears been up to in Vegas? The latest issue of Billboard, out Friday, March 13, has an exclusive glimpse into the pop diva’s new lifestyle since kicking off her first residency at Planet Hollywood Las Vegas in late December 2013. “To have your children and your family and that way of life, it just makes sense to have everything in one place,” she tells Billboard for the first Sin City-themed issue (and, notably, Britney’s Billboard cover debut.)

It’s been 15 months since Spears, 33, first embarked on her Vegas takeover with Piece Of Me, and she seems to be loving her new surroundings (and new boyfriend.) Here are five things the singer told us about her home away from home.

1. Her new boyfriend, Charlie Ebersol, is a frequent visitor.
“Oh, he loves it. He comes every weekend, even though he’s flying all over the place,” says Spears. “It’s always really nice when he comes. The kids love to see him. It’s great.” What do she and Ebersol, 32, have most in common? “I feel like our passion for life is pretty much on the same page.”

2. So are her sons, Jayden James and Sean Preston.
Spears keeps a residential suite three nights a week during show weeks just a few blocks away from Planet Hollywood, where her kids visit every other weekend. “It’s really big, kind of like a big condo. It’s four bedrooms. We have a yard, it’s really nice,” she says.

3. Where does Britney go offstage? Think sushi and Sonic — not the slots.
Not one to hit the tables (“I’m not a gambler at all, that’s not something that I’m into at all”), Spears instead gets amped when talking about her favorite places to eat. “Oh my God, I love Sushi Samba, I love Koi. Those are my two favorite sushi places. I could literally go there every day of my life.” And then there’s her guilty pleasure, Sonic, which has a Strip-adjacent location right off Flamingo Boulevard. “They have Southern sweet tea and everything from Louisiana, so that’s really nice.” Spears pauses to consider her dining habits. “Actually, I need to start eating at more places this year. I stick to my two restaurants and I need to branch out a little bit.”

4. A slumber party at Celine Dion’s house inspired her to come to Vegas.
Shortly after wrapping her Dream Within A Dream Tour in 2003, Spears flew out to Vegas to check out Celine Dion’s A New Day… residency. “I remember coming here, and I stayed with a friend at her house, and I remember how beautiful it was,” Spears recalls. “Just the set-up and everything was just really cool, low-key, and her dressing room was great. I was actually jealous, like, “Oh my gosh, she gets to be in one place all the time.’ And I just thought, ever since then, that everything really clicked.”

5. “Toxic” is her favorite song to sing during Piece of Me.
“I get rained on and it wakes me up,” Spears says with a giggle, noting that 90-minute sets three nights a week can be grueling. “And I’m able to really give more because I’ve just had this shower onstage. It’s actually really fun, I jump off of a tree and it’s kind of exciting.”
